I see a third possibility.    

Next week, after another report of Iraqi non-compliance from Hans Blix,
France and Russia belatedly support military action in Iraq so as to ensure
some role in the occupation of Iraq.    The military campaign goes quickly,
Saddam Hussein is unable to produce mass casualties through his chemical
and biological weapons, and US forces succeed in capturing Hussein and
bringing him before a war crimes tribunal.   In the wake of a successful
campaign, most of the objectors to war quietly fade away, and we all go
about the business of rebuilding Iraq.

Call me a Polyanna, but I still think that this outcome is possible.

Afterwards, the next front of the War on Terrorism opens somewhere in
Sub-Saharan Africa.... the US decides to intervene in a fit of West Wing
idealism and also for the face-saving  merits of tackling a non-Arab-Muslim
opponent, and the Europeans also happily offer to support an effort to end
some sort of brutal repression.
