REPUBLICANS LOOK CAREFULLY AT THE POOR, INSTEAD "A TAX CHEAT is a tax
cheat, no matter how rich or poor. But as long as the Internal Revenue
Service has been auditing, it has known who are the most common fudgers
(small businesses) and which fudging costs the government the most
revenue (abusive corporate tax shelters). Those two categories have
strong vocal constituencies, however, and the wrong kind of political
resonance. So Republicans have begun to dig where they already know they
will reap the least: the earned-income tax credit (EITC) designed for the
working poor. "
