The Earth is also destroyed by a black hole in Dan Simmons' _Hyperion_ and Mars is threatened with destruction by one in Niven's "The Hole Man" (1974). As for using earthquakes as weapons, I remember reading newspaper reports suggesting that the Russians might be trying to induce earthquakes using directed-energy nukes or something a decade or more ago.
