4th generation warfare and OODA loops are all about making the best choice possible from the best information possible as quickly as possibly -- hopefully, more quickly and with better info than the enemy. Here's a link from RAND that has a little more detail. It's a chapter called "Information and Warfare: New Opportunities for U.S. Military Forces."
http://www.rand.org/publications/MR/MR1016/MR1016.chap6.pdf
or

This chapter is from "Strategic Appraisal: The Changing Role of Information in Warfare." The whole document is available at:
http://www.rand.org/publications/MR/MR1016/

It's "the third volume in the Strategic Appraisal series" from RAND.
"The Strategic Appraisal series is intended to review, for a broad audience, issues bearing on national security and defense planning."

Sounds like info of interest to many on brin-l.
