In different degrees. The democrats tend to tilt it towards more progressive taxation, and the Republicans toward less progressive taxation. Which way tends to grow the GDP faster? Democrat policies.

No, periods leaning more to trickle down have increased the gap between rich and poor more than have the trickle up leaning periods.
