Bad web page colors are a pet peeve of mine, too. I'm not color blind, but some color combinations give me a headache.
One quick way to avoid a web site's terrible color choices is to use your mouse to select the text. That will force the selected text to be the standard selection colors set by your OS -- typically white text on a blue background. That might be easier for you to read.
Thanks, I actually do that a lot, with the Ctrl/Cmd-A shortcut to select all. The problem is typically contrast, which is why I set the gamma higher than normal on my monitor. :)
For a short while I would send a short polite note to sites suggesting that they read this:

... but it felt sort of futile. Like trying to hold back the tide. :)
