Please don't anyone take this as a defense of what the French government is 
doing, but...

What they're now doing is permitting each school to make up its own mind 
whether or not to permit headscarves. Which at least is an improvement over a 
total nationwide ban.

The argument is, girls may be coerced into wearing the scarves, and even if 
they aren't, it's a sign of religious separatism in a nation that demands 
conformity even more than the US does. France is an extremely centralized country, 
governmentally. Anything that deviates from the norm is automatically suspect.
