Where is it being loaded from?  Can you tell?

Registry?
Startup folder?
Autoexec / config.sys?
win.sys?

Which OS?

Can you end the program using task manager?

Can you boot to a floppy?

Did you try Deltree?

Did you search google for "loader.exe"?
