It is irrelevant whether Bush used this term. Members of his administration, Republican members of congress and conservative commentators have accused war desenters of being unpatriotic of supporting terrorism etc. Of course Bush is not going to make direct statements himself. The point about the Halliburton story about the Caymen Island story is that this was clearly a technique for getting around a US law. Possibly legal but definitely unethical.
