Mostly because they have a disconnet with what they are doing. They don't really understand that what they do is wrong. They do it out a sense of entitlement. They do it to have power over someone, to delight in the belittling of others and the infliction of violence. THey do it because it was a selected for trait before civilization and culture evolved. Do they do it because they can?
