Everything that I've heard indicates that it is very political. Its not political in the sense that Republicans always get the contracts; I don't think that its mostly political in the sense of campaign contributions influencing who gets contracts for services the government needs no matter what. Its political in the sense that who you know is the most critical aspect in getting bids. If you are new, you need to be introduced and be willing to spend years before you get your first contract.
