Juan Cole's latest entry rebuts this charge rather comprehensively:

Professor Cole also includes a rough translation of Zapatero's speech
[those of you who know Spanish could follow the link included and read
his entire speech]. In there is a sentence I hadn't come across before
and which seems to answer Erik's question:

"My most immediate priority is to fight all forms of terrorism (Mi
prioridad mas inmediata es combatir toda forma de terrorismo). And my
first initiative, tomorrow, will be to seek a union of political forces
to join us together in fighting it. "

The part after the speech's translation is where he addresses the point
raised by Gautam - that the terrorists got what they wanted.

I think it's much more fundamental, actually. Bombs explode. People die. Government changed. Spanish soldiers get pulled out of Iraq.

No matter what amount of academic intricacies one might add to the current situation; and no matter how many things can be legitimately factored into the equation, there is still a fundamental conclusion to be made. And whether that conclusion is 100% true in terms of the facts, or whether it is a fancy that has sprung to some terrorist's mind, it's still there. For to say that it's not, would be to say that the bombings had no effect whatsoever. Which is not true. As you might know, the bombings themselves may have started a dangerous new trend in terrorism. Namely, influencing the politics of whole countries. And the potential ramifications of that are grim indeed. Not to mention substantial.
