I doubt that it is true.  People from places with DST can never figure out 
what time it is in AZ.  From the perspective of a New Yorker time in Phoenix 
is just erratic.  Somtimes we are 2 hours behind and sometimes 3.

I think weather has a lot to do with it.  When it is 115 degrees F, you want 
sunset to happen as soon as possible.  In Phoenix you stay indoors as much as 
possible in the summer and if you go outside you do so after dark or very 
early in the morning.  Winter is the time for outdoor activity.
