The problem is much more in poll spinning than in how the poll was done.

The creator of one poll himself felt compelled to make the media
rounds after Cheney and the American Enterprise Institute totally
twisted the results.

I found the polls in Iraq seem to be accurate and have predictive power:

"As reported previously, anger at the United States peaks among Sunni
Arabs in Iraq, not Shiites. According to the poll, Shiites are about
30 points less likely to say the invasion was wrong or to say it
humiliated Iraq, and 12 percent of Shiites say attacks on coalition
forces are acceptable, compared with 38 percent of Sunni Arabs. (That
rises to 71 percent of Sunnis in Anbar province, which includes the
city of Fallujah, a hotbed of the resistance.)"

The Iraq poll was conducted for ABCNEWS, ARD, the BBC and NHK by
Oxford Research International of Oxford, England. Interviews were
conducted in person, in Arabic and Kurdish, among a random national
sample of 2,737 Iraqis age 15 and up from Feb. 9-28. The results have
a two-point error margin.


The CIA was using other polls and their sources in November warning
that the situation was deteriotaing and that our forces would soon be
facing major attacks.

The CIA report, disclosed Wednesday by The Philadelphia Inquirer, also
finds that neither the appointed Iraqi Governing Council nor any other
Iraqi institution has shown an ability to develop a constitution or
govern. The report questions whether the council can return Iraq to
sovereignty.

In contrast with the optimistic views in recent public statements by
Bush administration officials, the report warns that Shiite Muslims in
southern Iraq could soon join hard-line Sunni Muslim opposition groups
in guerrilla attacks on against the U.S.-led coalition.
