Hate is based largely on fear. All the cultures that I mentioned have some. Paranoia and Mcho and feudalism use hate as fuel. The East and West at least officially don't like it... but that does not always work.
I think David has a good point about fear. I have made the case that dehumanizing and hating neighboring tribes then going to war with them when resources get tight is an evolved psychological mechanism. The fear is that you won't be able to feed your family in the next season.
The converse, David's "otherness" is a luxury that technologically advanced peoples have developed largely because they have been without widespread privation for a long time.
