I think this is the right solution. Countries that don't have free speech should block the external sites that they find offensive: France should block Yahoo, China should block everything, the USA should block those sites that exchange music, etc.
The advantage being that if individuals have a problem with the blockages (and they happen to live in a country that permits its citizens the right to petition their government for redress of grievances), they can take it up with a "local" authority.
And companies like Yahoo! can continue to live in the real world, where not everybody shares their desire to piss in the lake.
