The inheritance tax isn't based on how much each individual inherits,
it's based on the size of the entire estate. The estate taxes are
paid, and whatever is left over is what the heirs get.

But the inheritence tax flies in the face of one our most powerful genetic
imperatives: to insure the success of our off-spring. I think that is why
even americans who will not benefit from its repeal still favor its repeal. It
is not (as its propenents claim) that most people think they will get rich
enough to benefit from the repeal, but that most people on a deep level do not
like the idea of giving up any advantage they can give to their children.
>From every other aspect the inheritance tax is a disaster. It concentrates
wealth in a single family and that wealth may not be "in play". Since those who
have wealth are most likely to be conservative (not necessarily in their
politics but in their interest in any change in society ) they are unlikley to
invest their wealth in inovations. This leads to stagnation, a true disaster for
any society especially in our inter-connected world). I think the appropriate
response to anti-inheritance tax proponents is to stress that the current
laws insure that offspring are well taken care of. That the tax aids all of
society by insuring the continued circulation of money (wealth) and that this
is healthy for the economy.
