I am pretty sure that that number was based upon the number of people who
had previously filed a tax return, but would not have to under the plan.
So far as I know, that number was not based upon an actual measured
decrease in tax returns.
At any rate, you have to be a pretty rabid partisan to bash Bush and Cheney
for lowing taxes on the poorest Americans.
