Not if the way it happened is by making them poorer! Sounds like those who've dropped below the minimum threshold weren't included in Cheney's numbers.
I don't suppose they'd intentionally boast about how the number of income taxpayers has dropped because more people live in poverty... but I was willing to believe it.
I'd be interested in seeing some stats to back the claims, actually.
