I think that is a critical unspoken disagreement, going back through the thread. There is a good reason that the infant mortality rate in Iraq was higher than it was in Kuwait in 1991....standard care was at a far lower level. If the incubators are gone, premature babies who need them die. I thought the essence of the question was whether incubators needed by premature infants were stolen, so premature infants died; not the details of the theft. Others may have thought the details (like leaving the babies on the floor instead of with a nurse) were essential.
