Kuwait was almost _begging_ to be invaded: they stole oil from Saddam, they stole equipment that Saddam had bought, and they ignored a reasonable treaty with Saddam to compensate him for these things. Saddam asked gov.us if it was ok to invade Kuwait and gov.us gave him a dubious reply.
