Bush is fairly vague about his plans.  He said that the people who are
retired and who are about to retire will have nothing changed.  If he
planned just what you said, then he certainly had a peculiar choice of
words...he should have said that.  My understanding is that I'm not "about
to retire", since my retirement is at least 15 years away.  So, my benefits
could be reduced by what Bush is planning.

They would even be reduced by what I suggested myself. :-)
