In my last Web Search, I even found a blog claiming to give
Darwin Awards to those that remained there.
Not everyone had the personal resources to evacuate -- and the *public*
resources that should have been there to assist those without personal
resources didn't materialize when they should have.
If they'd gone through evacuating block by block using busses and making
sure everyone was out, sure, anyone still there would be a definite
Darwin Award candidate -- but the authorities didn't bother to provide
public transportation to those who needed it.
It would have been a lot less expensive if they had done it that way, as
well.
