Sometime in the last year, President Bush signed a bill committing a huge chunk of money for hydrogen fuel cell research. The caveat was that the money had to be used to find ways to convert oil into fuel useable in fuel cells. Clearly that was special interest legislation designed to protect the interests of his family and friends. Ultimately, I think that the bulk of hydrogen will come from hydrates harvested from the seabed.
