No, it is clearly the most practical, ecconomic means of filling fuel
cells.  The alternative is to burn fossil fuels in power plants and then
use the electricity to break water into hydrogen and oxygen, fill fuel
cells, and then run cars off the energy obtained by recombining the
hydrogen and oxygen.

As a long term goal, sure.  Fuel cells have little to do with that.  If you
look at

you will see that the hydrates are useful as an energy resource because of
the methane that is part of them.  I think it is best to think of these as
a fossil fuel.  Methane, btw, is a very strong greenhouse gas, with 10x the
effect of CO2.
