Actually, both the ETA and the IRA have been known to alert the media before some of their attacks. In these cases, the goal was clearly terror, not murder. Still the comment stands, terrorism is effective in large part because the authors are invisible, at least until they act. However, terror is also enduced by visibility. Gang colours and criminal biker crests are worn not only to display affiliation, but also to intimidate.
