Not if I'm playing a friendly game of volleyball and my team mate over-passed the ball, no. What is important is that a leader take responsibility for his administration. It is important that I am able to distinguish between someone that has done a good job and someone that hasn't when I cast my vote. So in that case, yea, blame is pretty important.
