A fire is easy to recognize, and the solution is straightforward. An alternative
analogy would be predicting an earthquake -- is there going to be an earthquake
in the near future, with what likelihood, in what area, and what should we do
about it now, or should we wait and see what happens? If we do decide to act
with some complicated plan to prevent the earthquake today in a certain area,
what effects will the plan have on the stresses in the tectonic plates that may
have consequences many years in the future?
