there will always be in groups, and networking that support and reinforce their 
own.  one way to combat that is with programs like Head Start, scholarships, 
grants, AND with quotas and affirmative action, based on merit.  it may not 
always be fair to poor whites, but i can live with that since they still have 
the advantage of being white...
