Pretty much everyone means to include, when they trumpet the supremacy and desirability of democracy, a definition of democracy that includes some form of constitutional protection for minority rights. It's implied in the concept of democracy that though a minority may be in opposition to the winner of an election that for them to remain parties to the social contract they cannot be abused for being parties to it.
