No, it's definitely way OTT! Surely some sort of guidance or firm warning would be appropriate in the first instance rather than a public kicking and a ban. After all, it's not as though the poster is a pesky recruitment consultant who stands to gain anything by spamming all the local lists (it didn't seem to hit [_] BTW unless I'm mistaken) so really should just be viewed as a misguided person trying to be helpful.
