What happened to the 'Tour Waiting List'?

The basic premise: the TD/DoC calculates a sensible maximum number of
teams to run in the available time and pitch space - i.e. they work out
the optimum schedule for that event. If the tournament is then
oversubscribed, some teams are refused entry and put onto the TWL. At
the next event, the TWL teams are allowed to enter, but other teams are
'relegated' to the TWL.

So.. A 'standard' (ha!) Tour event may consist of 16 pitches, able to
host A*16 + B*24 + W*8 with 'decent' length and numbers of games over a
'healthy' schedule. If 29 B and 11 W teams wish to enter, 5 B and 3 W
teams may be 'relegated' to the TWL, until the next event.

Of course, this system relies upon teams actually committing to entering
in accordance with the published deadlines, and the TDs and DoC having
decent knowledge of the pitch space and daylight hours available to
them, and the time to work out an optimum schedule several weeks ahead
of the event...
