I agree that, were it to be utilised, a proper and well thought out
implementation of a TWL would be essential... my numbers per division were
arbritrary, based on the 'simple' numbers (minimums that I'd hope/expect the
Tours to *consistently* achieve in 2005) of teams to write formats/schedules
for.

I'm thinking (but can't say for sure) that the TWL actually disappeared when
the Open Tour was 'split' into A and B divisions, when it was assumed/hoped
that the B events would happen at their own location, where the B event
would not need size regulation (until it became another regular 32+ team
fixture, when I guess we'd see a B/C split implemented...)

Unfortunately, I have a feeling that few people will have enough time
available to follow this through properly to attempt to implement it in
2005, and we'll continue to muddle through...
