I think Luke has a good suggestion here.
So far I like the following 2 ideas/options: (note they are just ideas
for discussion)

1. 
A pre-Tour qualifying event that would include the bottom 4 seeds of the
A Tour and anyone else that want a crack at being seeded in the A Tour
for Tour 1.
there needn't be Tour points for the event so people wouldn't feel they
have to attend but those ambitious teams that missed nationals & new
teams can parade their stuff & get a more accurate seeding.

2.
Have a more open format at Tour 1 with more shorter games (as Luke
suggests) in the pool stages & crossover then have longer quarters,
semis & finals to really iron out the final places.

PS. Just for info Karl:
There was nothing "unorthodox" about the way Bristol 2's pool was
calculated. They beat York by 2 points & lost to Sublime by 10. York
then beat Sublime by 2/3 points so Bristol lost out on straight points
difference in a 3-way tie.
You also say "Im sure they probably walked the bottom half of the draw"
but in fact they lost 7-6 to Flyght Club 2 & only made the 17v18 on
points difference (as already mentioned by ABH 2).

I am just reporting the facts as info for Karl here & have nothing
against Bristol 2 who did have some very good players there on the
weekend & I did feel that they were a trifle unlucky.
