Unfortunately there appears to be no reasoning in this document. It's just a record of what happened. It doesn't even explain the options available.
Can one of the people who was present at that meeting clarify a few things? 1 - What were the motivating factors to change the format for 2007? 2 - What were the options on the table? 3 - What were the pros/cons of those options, and hence what was the reasoning behind the final decision?
From the outside perspective it looks like a bit of a knee-jerk
