It's worth noting that teams are not really
forced to enter tour 0 if they a) don't expect to
make A tour and b) don't care too much about
their seeding in the B-tour. Weaker teams and
second teams, if they're struggling for numbers,
may not make it now, but will be at tour 1 when
we're really into the open season.
