Not necessarily. Tour 0 is a seeding tournament. If you're a middling to low Tour B team you don't really need to enter Tour 0. It doesn't earn you any points, and while you might have a tougher time at Tour 1 because of it it won't make that much difference if you aren't going all out for the A tour. .
