Surely if the thrower is off the pitch retrieving the disc it is a delay
of game and if the marker is in position they start the delay count to 25,
after which they can start stalling if the thrower is not yet in
position...

Incidentally, I've heard it said you have to get to your feet before
throwing, but it seems the rules only require you to establish a pivot
point - presumably you can throw from the floor if you're stationary, and
while it may be fair not to stall, it'd be silly to allow them to make the
pass.
