I've had a look through the current WFDF rulebook and would like to query the 
practice that some players have of starting the stall when one is standing over 
the disc but not yet picked it up.

 

"9.3. The marker may only start a stall count when the disc is live."
 
Is what I've found, and I have a feeling that somewhere there is a rule that 
says you can give a time-wasting warning, but I can't see it anywhere.
 
Anyway, my question is, are you allowed to start the stall count if a member of 
the opposition is standing over the disc without giving a warning. Or is that 
the UPA rules?
