I wouldn't say it negates the need at all - occasionally, sending the
disc back is agreed by both parties to be the fairest solution, but
more often than not it means that the two players disagree vastly on
what happened.  I like being able to explain what I thought happened &
quite often calls / contests are retracted by either myself or my
opponent, but if it's clear cut and discussions bear no fruit, I would
prefer to have a neutral third party who could cast the deciding vote,
than to simply send the disc back & therefore advantage the offence
every time.

even sure if the organisers of it are in favour of observers or
