Correct. 

You always win at the win-by-two cap if you're
winning by two (or more).

You always win at the hard cap if you
reach it.

The hard cap may be reduced after the
hooter, possibly below the win-by-two cap, but possibly not, in which case
the win-by-two cap still applies.
