That's a living document that is still unfortunately "incomplete". It's very close to complete, but would require a week or two of someone's time even to just perform a final review pass and update the spec to be in line with what LIBRT actually does with v5. It's in the TODO file for someone to work on at some point and has been discussed on many occasions along with preliminary discussion on the v6 format. Finalizing the v5 spec would be a necessary precursor before implementing v6 features, so until then it's still a pending TODO item. Cheers!
