Quite welcome, good questions. I included both in our HACKING file with elaborated details. Also included some summary discussion regarding our release mantra and updated some of the release steps (combined docs, improved snippets).
Other than making explicit what was implicit, one notable change is documenting a convention for how to name patch files and patched binary releases. Spellcheck and feedback encouraged. ;)
