I think you'll find that some of that functionality has been pulled/removed from the free openNURBS toolkit and that's what we are looking to implement ourselves.

In order to keep the 3D triangles deviate from the surface by less than e which is a user specified tolerance,I need to comput the longest edge size in parameter domain.I will make a translation of the bspline implementation if needed
I found that the opennurbs has the method to creatmesh for ON_brep,I'll use it and test it's efficiency.
