I think it's close enough to start work.  As a matter of fact I've
stubbed in three files for a test of it:

dsp_add2.c             # the version to use the new interface (NOINSTALL)
bu_opt_parse.cpp  # the implementation with the C wrapping
bu_opt_parse.h       # the header with appropriate decls

Also changes are made in src/util/CMakeLists.txt to use the new files.
 The files are not filled in at the moment so they don't compile.

Let me work on them a few days to try to get a start.  When I get a
working  build I'll commit the changes. What do you say?
