You might want to check out the GCI page first as it's more up-to-date than the 
Quickies page.  At least make sure whatever you're thinking of working on is 
not already completed, but they are a great starting place.

As for asking questions on IRC, I suggest starting with 
http://brlcad.org/wiki/IRC if you've not read that already, particularly the 
etiquette section.  The channel is active but at different times of day 
depending on who is available and what different people are working on.

If you ask a question, the etiquette is to wait for a reply...  It's great when 
the answer comes quickly, but sometimes it's the next day.  It's not guaranteed 
to give instant answers.  When someone attempted to reply to your questions and 
you had already left the channel.  If waiting is difficult, the mailing list 
might be more appropriate.

That said, we don't want you waiting all day for simple questions.  If your 
questions aren't being answered by documentation, please let us know what you 
read so we can improve the documentation.
