You probably want to look more carefully at what is in src/conv/step - we *do* in fact have export capability for AP203 and some preliminary support for AP214. You would want to build on what has already been done, so your proposal needs to demonstrate a good understanding of what is there. A proposal can never have too much detail - it needs to say not just *what* you intended to do but convey that you understand *how* it will be done. I would recommend also for any proposal dealing with STEP import/export that some sort of patch be submitted that makes at least some basic improvement to the code that is there - the STEP code can be a bit hard to follow at times, so demonstrating the ability to read, understand, and modify it is very important when creating a strong proposal.
