rt^3 is more or less a playground to develop and test concepts and ideas
for libraries and programs connected to BRL-CAD and to share these with the
other developers.

You probably refer to the C++ core interface? This is one of the libraries
hosted in the rt^3 branch. Although it can already be used as a geometry
kernel in applications it is still under development and not part of the
official BRL-CAD release yet.
