If you see a repeat case of blatant plagiarism, please send me the URLs and 
I’ll deal with it.  If you see a first-time incident, you’re welcome to respond 
(and send me the URL so I can keep track of repeats you might not be aware of). 
 However, offer a response that is tactful and gives them the benefit of the 
doubt.  

For many of these kids, they’ve never even been exposed to requirements or 
consequences of submitting other people’s work as one’s own.  I’ve seen some 
communities and cultures even support this behavior to the extent one can get 
away with it.  Some are being forced to participate as part of a classroom 
activity and they’re just trying to get it over with.  Others are just 
completely clueless.  Regardless of the reasoning, our first response here 
should be to educate them.

Tell them politely but firmly that submitting someone else’s work unmodified is 
unacceptable per the terms of the GCI program and spirit of open source 
participation.  Moreover, in cases of strong derivation (i.e., they took 
someone else’s work and made some minor changes), you should tell them about 
attribution.  If they create something based off of the efforts of others or 
are even inspired by others, they should clearly acknowledge them and provide 
details as to what part of the work is their original effort.
