It could be a temporary issue.  If it persists for more than a day, you could 
submit an allure helpdesk ticket.  You could also download the VM image and use 
that to get started.  You could also try a user-authenticated protocol:

svn checkout svn+ssh://sfusern...@svn.code.sf.net/p/brlcad/code/brlcad/trunk 
brlcad.trunk

It will prompt you for your Sourceforge username password unless/until you set 
up authentication keys.
